In 1631? Louis XIII, at the same time as granting his minister Cardinal de Richelieu the favor of making his seigneury a duchy-peerage, gave him permission to build "a walled and moated town and a market hall".
Two thousand workers were employed on the site. By 1642, when the Cardinal died, construction of the town was virtually complete.
